On April 24, 2018, the Environmental Protection Agency (EPA) Administrator Scott Pruitt signed a proposed rule titled “Strengthening Transparency in Regulatory Science.” The proposed rule stipulates that the EPA use the “best available science” in all actions, but requires the agency to utilize studies that are accessible to the public “in a manner that is sufficient for independent analysis and substantial reproduction of research results.” Additionally, the proposal calls on federal agencies to identify which regulations and policies relied on science that was not publicly available.
